The assessment encompassed a comprehensive evaluation, including:

• An analysis of the strategic social infrastructure context;
• A review of the Planning Proposal and insights from previous consultation outcomes;
• A detailed demographic analysis of the current and projected population within the Brookvale Precinct;
• A methodological peer review of Council’s Social Infrastructure Study;
• An assessment of the existing infrastructure supply and the quantitative and qualitative needs generated by the Planning Proposal; and
• A discussion of delivery and operational considerations, including funding and governance models.

This thorough approach ensured the Planning Proposal was informed by evidence-based recommendations tailored to the social infrastructure needs of the evolving community.
