Key initiatives include:
• Pre-Sale Finance Guarantee Scheme: A $1 billion fund to underwrite up to 50% of pre-sales for eligible residential projects. Developers with planning approval and initial pre-sales can access guarantees of between $5 million and $50 million per project, with construction required to commence within six months.
•Built-to-Rent Land Tax Incentive: The 50% land tax discount for eligible BTR developments has been made permanent, supporting greater investment in long term rental housing.
•Streamlining Planning System: Investment to increase assessment resourcing, reduce determination timeframes, and support faster housing approvals, including continued funding for the Housing Delivery Authority. The Budget also allocates $17.7 million to establish a new Investment Delivery Authority to fast-track major projects such as renewable energy, data centres and logistics facilities.
•Infrastructure and Transport: Introduction of Works-in-Kind (WIK) Guidelines to enable developers to deliver state infrastructure in lieu of Housing and Productivity Contributions.
The Budget also commits:
– Over $150 million for roads and water infrastructure in the Western Sydney Aerotropolis
– $452 million to expand bus services in Western Sydney, the Hunter, Illawarra and Central Coast
– $7.6 million to continue the Government Land Audit, which has already identified surplus land with capacity for over 8,200 new homes
•$145.1 Million for the NSW Building Commission: Funding to strengthen compliance, construction oversight, and public confidence in housing delivery.
The Budget reflects a more proactive role for government in unlocking housing supply by addressing key barriers across planning, infrastructure, and finance.
