The reforms seek to address long-standing inefficiencies in the current referral system, where statutory concurrence and consultation requirements are fragmented across agencies and planning instruments.
Key proposed changes include:
• A consolidated statutory referral framework that replaces hundreds of dispersed concurrence and consultation triggers
• Earlier screening to determine whether State agency input is required
• A standardised 28 day response timeframe for statutory advice from agencies
• A simplified and more transparent fee structure
• Expanded coordination powers to assist in managing conflicting or overlapping agency positions
With the DCA scheduled to commence statutory operations from 1 July 2026, this consultation represents a timely opportunity for industry to shape how the new coordination model operates in practice, including resourcing, accountability and assessment timeframes.
Submissions close at 5pm on Wednesday 25 February 2026.
