NSW Government Introduces the Investment Delivery Authority

Modelled after the successful Housing Delivery Authority, the IDA will accelerate approvals for eligible domestic and international projects. The role of the IDA will include providing advice on how best to navigate the planning system while evaluating projects for fast-track assessment and coordinating the necessary infrastructure to deliver them.

The IDA will consider major projects from the private sector through an Expression of Interest (EOI) process conducted in rounds.

Initial focus areas include:

• Technology and data infrastructure
• Renewable energy and energy security
• Hotel developments supporting the visitor economy

The IDA will work to identify and remove barriers that may hinder the successful delivery of major projects. The EOI process is set to open in the coming weeks.

The IDA will comprise of the Secretary of the Premier’s Department, the Treasury Secretary, the Secretary of the Department of Planning, Housing and Infrastructure and the Chief Executive of Infrastructure NSW.

To be eligible, projects must demonstrate consistency with specific objectives and criteria, which includes requirements such as:

• Be valued at $1 billion+ (or $200M+ for hotels)
• Demonstrate alignment with state priorities
• Development is of state significance
• Project is not primarily a residential project
• Be ready to commence quickly
• Identify where government support can unlock delivery
• Benefit from the NSW Government resolving barriers
• Not be reliant on government funding
• Secure land tenure and no significant constraints
• Address any previously withdrawn or refused proposals
• Be delivered by Proponents with experience in delivery of similar projects
