Industrial Land Health Check


As part of Objective 23 in A Metropolis of Three Cities, the Greater Sydney Commission is supporting councils through a quantitative and qualitative analysis of Employment Land Precincts in Greater Sydney. The findings from these studies will assist councils in their strategic review of industrial and urban services lands required within the Greater Sydney Region Plan and District Plans.

Scope of Works

Mecone were tasked with analysing and developing quantitative and qualitative inputs for the Industrial Lands Snapshot system. Mecone were also responsible for producing and analysing outcomes for 109 Employment land Precincts. For this project Mecone partnered with JLL for insights into land use economics of industrial lands and to better inform both the input and analyse outputs. This project included:

  • Review of draft quantitative and qualitative indicators for the assessment of industrial lands;
  • Establishing scoring systems based on quartiles and weighted considerations;
  • Processing industrial lands data to determine scoring outputs;
  • Site visits to Precincts to ground truth scoring system;
  • Providing detailed reporting on assessment methodology and scoring outcomes, with strategic advice on the value of industrial lands function on metropolitan, regional and local scales; and
  • Stakeholder presentations to the Industrial Lands Steering Committee comprised of the GSC and Review and Manage councils.
