Central Sydney Planning Strategy – Now on exhibition

The City of Sydney has today (1 May) placed the draft Central Sydney Planning Strategy on exhibition. The proposed planning controls, contributions plan and draft CSPS will be exhibited for an extended 10 week period.

The draft CSPS and has had a long gestation, but the documents now on exhibition are largely as endorsed at the City of Sydney’s Council meeting in February; receiving Gateway Determination on 11 March.

A key change since 11 March is the introduction of a new stepped threshold for development contributions in Central Sydney – now ranging from 1% for project value above $250,000, to 3% above $1m. Previously it was 3% for all projects above $250,000.

The intent expressed in launching the draft CSPS for exhibition is that it will help kickstart Sydney’s post Covid-19 economic recovery. Some of the new or amended controls it will introduce will certainly generate a fresh look at opportunities to create additional floorspace or densities in a number of key locations around the CBD.

Opportunities for new tall buildings in new Tower Cluster Areas feature strongly in Sydney Lord Mayor Clover Moore’s announcement of the CSPS being exhibited. However, a balance needs to be struck with consideration of heritage and sunlight to key public places and spaces. Other features of the draft CSPS include:

  • The emphasis is on retaining and growing employment (plus encouraging complementary facilities such as hotels and retail) ahead of the need to provide new residential use;
  • Ensuring tower sites consider environmental factors (e.g. wind, sunlight, public views and setbacks) to deliver a better experience for the public on city streets;
  • Promoting design excellence by requiring all towers and major development to go through the design competition process – with the potential prize being 50% height or FSR bonuses in the new Tower Cluster Areas;
  • Ensuring transport and local infrastructure keeps pace with growth;
  • Moving towards zero net energy for all buildings accessing opportunities in the tower clusters and elsewhere in central Sydney;
  • Progressing plans for three new squares along George Street to improve the liveability of the city centre; and
  • Strengthening of public domain, accessibility and connections to improve access and liveability for all.
